EUCLID is open to vier hoofdgroepen of applicants:
- Government staff or governmentally designated scholars (this includes diplomats and civil servants, die are the university's primary audience and often qualify for full or substantial scholarships, especially if from Participating States or ministries).
- Special government-endorsed groups (especially women).
- General public applicants who are eligible for intergovernmental scholarships (e.g., UN system staff; ECOWAS or ICCI programs).
- General public from most countries worldwide.
In accordance with Article 1 of its Charter, EUCLID is authorized to enroll select students from the general public (in practice, these are often professionals already working in governments or international organizations who do not have a formal government sponsorship). Admissions remain competitive and limited (current quota: approximately 500 concurrent students overall).
