Ambassador Francess Anderson, PhD

Her Excellency Francess Virginia Anderson (PhD) is the Ambassador of the Republic of Sierra Leone to the Republic of Türkiye. An accomplished diplomat and politician with twenty-four years of cross-border corporate and career experience, she leverages deep political acumen to advance Sierra Leone's sovereign interests. Dr. Anderson is a mother of three (two young adults and a teenager) whose advocacy centers on youth mentorship, inclusive governance, and women's rights.
An analytically minded strategist, Dr. Anderson has executed high-level corporate and international agreements. She is an established author with five academic publications focused on economic diplomacy, regional integration, and international business. Her mandate in Turkiye entails direct bilateral negotiations with the host government spanning foreign trade, regional security, treaty execution, consular affairs, and the systemic protection of Sierra Leonean nationals abroad.
Dr. Anderson entered the Diplomatic Corps in 2018, serving as Sierra Leone's High Commissioner to Ghana with concurrent accreditation to Togo and Burkina Faso until 2024. Her academic credentials comprise a PhD in Diplomacy and International Affairs from EUCLID University, an MBA from the University of Bolton, a CPD certification from Saïd Business School, University of Oxford, and a DBA candidacy at the Paris School of Business.

Diplomatic & Professional Experience 2024 – Present | Ambassador Extraordinary and Plenipotentiary Embassy of the Republic of Sierra Leone | Ankara, Türkiye ● Manages comprehensive diplomatic operations, state protocol logistics, and sovereign representations between Sierra Leone and the host government. ● Negotiates directly on strategic priorities including regional trade expansion, security partnerships, treaty alignments, immigration frameworks, and humanitarian aid. ● Formulated the standardized Economic Diplomacy Framework to accelerate foreign direct investment (FDI) into national sectors like agriculture, infrastructure, and fisheries. ● Ensures the systemic protection, consular safety, and emergency security parameters for Sierra Leonean citizens residing within the host jurisdiction. ● Executed the inaugural Sierra Leone–Türkiye Investment and Trade Seminar, leading ministerial and corporate delegations to build cross-border market synergies. 2018 – 2024 | High Commissioner & Ambassador Plenipotentiary Sierra Leone High Commission | Accra, Ghana (Concurrent accreditation to Togo and Burkina Faso) ● Directed sovereign state representation and strategic foreign policy delivery across a tripartite West African regional deployment. ● Negotiated regional trade alignments and mutual security protocols, supporting the core objectives of the African Continental Free Trade Area (AfCFTA). ● Secured health and educational resource transfers, introducing knowledge-sharing systems between Ghanaian medical facilities and Sierra Leonean public health networks. Prior to 2018 | Management Consultant & Corporate Executive Private Sector Operations | West Africa ● Operated as a management consultant delivering evidence-based corporate strategies and technical advisory frameworks to enterprises within the hospitality and tourism sectors. ● Controlled operational logistics, new enterprise implementations, and the cross-border acquisition and delivery of general commercial amenities. ● Founded Peniel Hospitality and General Solutions to provide specialized corporate consultancy services within Sierra Leone. ●Executed the inaugural Sierra Leone - Ghana Investment and Trade Seminar (March 2019) and the Sierra Leone - Turkiye Investment and Trade Seminar (May 2025).
