Lilian Doris Mutesi

Lecturer of Forensic Science

Lilian Doris Mutesi is a police officer, forensic scientist, lecturer of forensic science and researcher from Uganda, with a strong background in forensic biology, forensic DNA analysis, molecular biology and criminal justice practice. She serves in the Uganda Police Force under the Directorate of Forensic Services, where she has gained extensive practical experience in biological evidence examination, forensic DNA casework, forensic report writing, expert testimony and training of criminal justice professionals.

She holds a Master of Medical Science in Forensic Sciences from Çukurova University, Turkey, a Master of Science in Molecular Biology from Makerere University, Uganda, and a Bachelor of Science in Science Technology from Kyambogo University, Uganda. She is currently pursuing doctoral research at the University of Central Lancashire in the United Kingdom, focusing on advancing forensic human identification in Uganda through DNA profiling performance evaluation and DNA methylation-based age estimation. Her professional and academic work is driven by a commitment to strengthening forensic science education, research and justice delivery in Uganda and beyond.

Her research work focuses on forensic human identification, forensic DNA profiling, forensic biology, molecular genetics, and DNA methylation-based age estimation. Her current doctoral research is on Advancing forensic human identification in Uganda through DNA Profiling performance evaluation and epigenetic age estimation. The study evaluates forensic DNA profiling performance in routine casework, explores stakeholders’ experiences with DNA evidence in criminal investigations and prosecutions, and develops DNA methylation-based age-estimation models for the Ugandan population. She has also conducted research in forensic biology and forensic entomology, focusing on identifying blowflies of forensic importance using molecular techniques. She has teaching experience in forensic biology and related forensic science subjects. As an academic staff member at the National Forensic Sciences University, Uganda Campus, she has participated in teaching, student mentorship, student orientation, and academic program support. She has also been involved in training crime scene officers, investigators, prosecutors, judicial officers, and other criminal justice professionals on forensic evidence management, biological evidence collection and preservation, DNA evidence, expert reporting, and the role of forensic science in investigations and prosecutions.
