EUCLID GOVERNANCE: PROFILES OF SENIOR OFFICIALS

Laurent Cleenewerck de Kiev (OC Chairman)

Organ: Oversight Council
Title: Chairman
Country: United States, France

Laurent Cleenewerck de Kiev (born 1969 in Montpellier, France) is a French-American academic, theologian, and university administrator with extensive experience in international administration, intergovernmental relations, and global policy coordination. He has served as Oversight Council Chairman of EUCLID (Euclid University)—a treaty-based intergovernmental university established under United Nations Treaty Series 49006/49007—since its foundational years in 2004.

He also holds the positions of International Faculty Coordinator and Professor of International Administration, Theology, and Bioethics at EUCLID. In these roles, he has led curriculum development, faculty coordination across international partners, doctoral advising, and institutional representation at high-level meetings. His contributions were instrumental in shaping EUCLID's statutes, including the incorporation of an interfaith mandate, and in advancing its mission as an intergovernmental institution focused on sustainable development, global health, and diplomacy.

Key Qualifications in International Administration

  • Professor of International Administration at EUCLID, where he teaches and supervises work on topics such as treaty law, binding vs. non-binding instruments (e.g., MOUs), intergovernmental relations, and global governance.
  • Extensive hands-on experience in educational development for an intergovernmental organization, including program administration for early EUCLID initiatives (IOSD), supervision of curriculum, and coordination of a multinational faculty body.
  • Former Secretary-General of the Human Bioethics Treaty Organization (2002–2004), where he engaged in inter-religious and international bioethics policy work.
  • Prior involvement in visionary international initiatives, such as co-founding efforts related to refugee assistance and global mobility concepts in the 1990s–early 2000s.
  • Recognized expertise in global health diplomacy, bioethics, and interfaith dialogue, supported by certifications from institutions including Harvard University (Global Health Delivery, Bioethics), SUNY (Global Health Diplomacy), and others.

Academic and Professional Background

Cleenewerck holds a Ph.D. in Public Health from the Central University of Nicaragua (2022), a Ph.D. in Eastern Orthodox Studies (St. Gregory Nazianzen Institute), a Master's in Ecumenical Studies (Ukrainian Catholic University), and a Licentiate in Orthodox Theology (St. Sergius Orthodox Theological Institute, Paris). He also completed studies in international commerce and administration in France.

He serves as faculty at the Ukrainian Catholic University (teaching ecumenical methods) and has held extension faculty roles at Humboldt State University. His publications include works on intergovernmental instruments, global health ethics, and comparative theology, such as His Broken Body (2008) and contributions to the Journal of Ecumenical Studies.

In 2016, he played a key role in EUCLID's award-winning participation in the UN World Interfaith Harmony Week, receiving the first prize from King Abdullah II of Jordan for interfaith diplomacy efforts.

This combination of long-term leadership in an intergovernmental academic institution, expertise in international administration, treaty-related work, faculty governance, and global diplomacy positions him as a senior official with deep practical and academic insight into the operations and mandates of multilateral organizations. He currently resides in the United States and France.
