Winston Chandarbhan Dookeran, ORTT, born June 24, 1943, in Rio Claro, Trinidad and Tobago, is a distinguished economist, politician, and international public official, currently serving as Secretary-General of EUCLID University since July 1, 2020.
He holds a Bachelor of Arts (Honours) in Economics from the University of Manitoba and a Master's degree in Economics from the London School of Economics. Dookeran's illustrious career includes serving as Governor of the Central Bank of Trinidad and Tobago (1997–2002), Minister of Finance (2010–2012), and Minister of Foreign Affairs (2012–2015). Winston Dookeran was also awarded an Honorary Doctor of Laws degree from the University of Manitoba in Canada.
He was a Professor of Practice at the University of the West Indies and a lecturer in Economics for 15 years.
Joining EUCLID in 2018 as Under-Secretary-General, he became the founding President and Chancellor of the Euler-Franeker Memorial University under EUCLID's framework.
An author of several books, including The Caribbean on the Edge (2022), Dookeran is recognized for his contributions to Caribbean development, global diplomacy, and sustainable economic policies.
