EUCLID’s Online Master in International Public Administration (MIPA)
EUCLID (Pôle Universitaire Euclide | Euclid University), an international intergovernmental organization with university mandate, offers to current civil servants (as well as select students from the general public) one high-level external (distance or online) degree program in international public administration. This program (MIPA) has three specializations:
(1) International Public Administration in Africa
(2) International Public Administration in Islamic Countries
(3) Global and Comparative International Public Administration
(4) Master’s (MSc) in International Public Policy
It is to date the only Master’s degree program in this field offered jointly by two international intergovernmental organizations (EUCLID and CAFRAD), both established by an United Nations registered treaty (in 2008 and 1967 respectively).
Its purpose is to prepare highly qualified public health professionals able to serve in civil service, international organizations, public policy bodies, as well as non-governmental organizations globally.

Academic Presentation
Public Administration is often studied from a national-central perspective. Few programs are truly international in scope so as to fully prepare graduates for global civil service careers that will engage a wide variety of public policy challenges, including public health issues, energy policy, e-government, etc. To answer this challenge, EUCLID and CAFRAD have designed a comprehensive and challenging online master’s degree in international public health (MSc) curriculum, which is presented here with full documentation of syllabus and faculty resources, we well as total tuition. This documentation will enable students globally to determine if this program is best for them.
This unique Master’s degree focuses on the practical and policy aspects of public administration rather than the advancement of academic knowledge or theoretical knowledge.
The MIPA was primarily designed to serve civil servants of EUCLID’s and CAFRAD’s Participating States, but it is also open to the general public as an excellent route to pursue a career within government bodies and inter-governmental organizations.
Thanks to its low tuition and institutional relationships, it is expected to be of special interest to African students but also globally to students and professional interested in comparative public administration focused on sustainable economic development.

Applicants should have a relevant Bachelor’s degree issued by an institution listed in the UNESCO-IAU handbook / database. Similar or related backgrounds with adequate professional experience may be considered
Government-sponsored applicants (who are already government staff) may be admitted without the required educational credential if their level of education and experience is deemed sufficient. EUCLID may require these participants to complete bridge courses prior to enrolling in the program.
Fluency in English (spoken and written) is required and will be tested.
