Dr. Christopher Konde Tifuntoh

Senior Lecturer

Dr. Christopher Konde Tifuntoh is an accomplished international development specialist and Monitoring, Evaluation, Accountability, and Learning (MEAL) expert with over 20 years of leadership experience across West and Central Africa. He currently serves as Head of Impact for French West Africa at the Mastercard Foundation, where he leads regional impact strategy, evidence-based programming, and Africa-rooted evaluation approaches across the Foundation's country programs. Previously, Christopher held senior roles with TechnoServe and Heifer International, including Deputy Chief of Party for multi-million-dollar USDA-funded programs and Regional MEL Advisor for West Africa. His expertise spans evaluation design, adaptive management, impact measurement, and organizational learning, with experience across agriculture, education, youth employment, gender equality, resilience, and food security in more than a dozen African countries.

Christopher holds a PhD in Measurement, Monitoring and Evaluation from EUCLID University, with research focused on operationalizing the Made in Africa Evaluation (MAE) approach, alongside a Master's in Monitoring and Evaluation from GIMPA, a Postgraduate Diploma in Women and Gender Studies, and a Bachelor's in Sociology and Anthropology. A bilingual professional fluent in English and French, he has trained over 100 emerging MEAL professionals and is a published author on evaluation practice in Africa. He is an active member of AfriEval, BetterEvaluation, INTRAC, and the Ghana Monitoring and Evaluation Forum, and has carried out professional work in over 14 African countries. His contributions to development evaluation and capacity building continue to shape evidence-based decision-making and culturally responsive evaluation practices across the continent.

Research & Interests + Publications:

Christopher's research and teaching interests encompass Monitoring, Evaluation, Accountability, and Learning (MEAL) systems design, results-based management, impact evaluation methodologies, and the operationalization of African-centered evaluation approaches including Made in Africa Evaluation (MAE) and decolonial evaluation frameworks. His work emphasizes indigenous and culturally responsive evaluation, community participation, and the integration of African knowledge systems into development practice. He is deeply engaged in research methods spanning qualitative, quantitative, and mixed methodologies, with proficiency in analytical tools including SPSS, R, STATA, NVivo, and MAXQDA. His teaching portfolio covers development evaluation and public policy, OECD-DAC evaluation criteria, theory of change and program logic models, gender-responsive monitoring and evaluation, and international development theory and practice. Christopher is also well-positioned to supervise graduate research in monitoring and evaluation systems, development evaluation, youth-focused evaluation, indigenous and decolonial evaluation, impact assessment, agricultural and rural development, organizational learning, public policy evaluation, and evaluation capacity development.
