Dr. Troy Smith

Senior Lecturer

Dr. Smith is a senior lecturer at EUCLID University. He has served as dean of a specialist training academy; over 18 years of experience in national security and strategic intelligence, with specialized focus in cyber policy, cybercrime, and digital governance over the past seven years; member of the EU CyberNet Expert Pool and fellow of the EU Cyber Diplomacy Initiative; short-term cybersecurity expert with Expertise France under the EU–LAC Digital Alliance; contributor to the EU CYBERSPACE Project; external PhD advisory committee member; lead body contributor to the development of national and regional vocational qualification standards in intelligence analysis and operational intelligence.

Research & Interests:

Dr. Smith has teaching interests in cyber diplomacy; cybercrime and transnational digital threats; intelligence studies and strategic analysis; global security and hybrid threats; digital governance and policy development; artificial intelligence and disinformation; online behavior and socio-psychological dynamics in cyberspace; and national and regional cybersecurity strategy. Dr. Smith's research includes being the author of over 40 peer-reviewed publications, policy papers, and book chapters in cybercrime, intelligence, and digital governance; a contributor to Global Governance and other international journals and edited volumes; research that focuses on cybercrime dynamics, artificial intelligence and disinformation, online behavior, and global cybersecurity governance; and a contributor to major regional and international initiatives, including the CARICOM Cybersecurity and Cybercrime Action Plan (2025) and EU CyberNet Expert Series.
